Response to Request for Additional Information on the Davis-Besse Nuclear Power Station Unit 1 Safeguards Contingency Plan and Section 9.4.1 of the Physical Security Plan (TAC No. MC2912)
Ladies and Gentlemen:
By letter dated July 23, 2004 and received July 28, 2004, the NRC staff issued a Request for Additional Information (RAI) concerning the Safeguards Contingency Plan and Section 9.4.1 of the Davis-Besse Nuclear Power Station (DBNPS) Physical Security Plan. This RAI was based upon the revision to the DBNPS Physical Security Plan submitted to the NRC in a letter dated April 29, 2004 (Serial Number 3051).
Pursuant to a telephone discussion on August 6, 2004, between FirstEnergy Nuclear Operating Company (FENOC) personnel and the NRC Project Manager of the Security Plan Review Team, the due date for this response was extended to August 16, 2004.
The response to the issues contained in the RAI are provided in Attachment 1 to this letter. to this letter contains the proposed revised wording for Section 7 of the DBNPS Safeguards Contingency Plan. Attachment 3 to this letter provides revised responses to RAIs previously submitted to the NRC via Serial Letter Number 3069 dated July 1, 2004 and Serial Letter Number 3074 dated July 13, 2004. Attachments 1, 2, and 3 all contain Safeguards Information.
In previous submittals, FENOC committed to having a revised Physical Security Plan submitted to the NRC by August 17, 2004. As a result of the on-going resolution of open issues between the NRC and the Nuclear Energy Institute (NEI), this date is not achievable. The DBNPS SAFEGUARDS INFORMATION

SAFEGUARDS INFORMATION Docket Number 50-346 License Number NPF-3 Serial Number 3083 Page 2 of 2 Physical Security Plan will be revised in an expeditious manner following resolution of open issues between the NRC and NEI and concurrence of the resolution with the NRC Technical Reviewer assigned to the DBNPS Physical Security Plan. The revised DBNPS Physical Security Plan will be submitted to the NRC no later than October 29, 2004.
