SFPO colleagues, In my recently assumed position as Project Manager for Indian Point 1, I just had a telephone conversation with Kevin Kingsley of the IP licensing staff.
He had an interesting proposal they are considering. IP-1 is experiencing liner leakage in their spent fuel pool and is considering ways to address the issue.
Plan A is to take advantage of partitions in the pool and move bundles from one area to the next, drain the defective area to make repairs, and then move the file back into the repaired sections.
Here Is where It gets Interesting:
Plan B would be to drain the pool and allow the fuel to remain in dry storage within the fuel racks in the pool. Apparently, they have done preliminary analyses and believe they would be okay from heat removal and radiological perspectives (since they shut down in 1974, all their fuel is at least 30 years old). They would need to do further studies and analyses, but are there any obvious regulatory requirements that would preclude them from doing this? I took a quick look at 10 CFR 51.23 and did not see anything that would explicitly forbid this.
