Gentlemen:

Reference 1 issued U.S. Nuclear Regulatory Commission (NRC) Order EA-03-038 (the Order) to Wolf Creek Nuclear Operating Corporation (WCNOC) that modifies the current operating license for the Wolf Creek Generating Station. On October 23, 2003, the NRC provided a letter (Reference 2) to WCNOC which provided Revision 1 to the Order.

In accordance with the Section III.C.2 of the Order, WCNOC hereby reports achieving full compliance with the requirements in Attachment 2 of the Order (EA-03-038) dated April 29, 2003, as modified and clarified by the NRC's letter of October 23, 2003.

This response is hereby submitted to the Commission in accordance with 10 CFR 50.4 and 10 CFR 2.202.
