SUMMARY
OF HEADQUARTERS, REGION IV, AND STP NUCLEAR OPERATING COMPANY TELEPHONE CONFERENCE ON JUNE 19, 2003, REGARDING SOUTH TEXAS PROJECT, UNIT 1, BOTTOM-MOUNTED INSTRUMENTATION PENETRATION LEAKAGE ISSUE; STATUS OF ACTIVITIES (TAC NO. MB8435)
On June 19, 2003, the U. S. Nuclear Regulatory Commission (NRC) Headquarters and Region IV staff held a telephone conference with STP Nuclear Operating Company (STPNOC), the licensee for South Texas Project, Unit 1. The conference call was a continuation of the ongoing discussions and was a followup of the licensees activities following the discovery of an apparent leakage at the interface of reactor vessel bottom-mounted instrumentation (BMI) penetrations 1 and 46. Enclosure 1 is a list of participants. Enclosure 2 is the telephone conference agenda.
At this phone call, the licensee went through the status of ongoing activities in the areas of the non-destructive examination (NDE) campaign, nozzle repair, and the NRC staff visit to the Framatome facility in Lynchburg, Virginia, to observe the licensees methodology for stress analyses. The licensee stated that the entire core has been offloaded.
NDE Activities STPNOC stated that, for the time being, it has wrapped up its NDE program. After the boat samples are removed, the licensee will do the undervessel wastage examination. The following actions have been completed:
Profilometry was done on penetrations 1 and 46 to see what distortions are caused by J-groove welding. Penetration 46 showed some expected distortion.
The licensee was looking for a demonstration of gross wastage by Boroscopic examination following removal of the bottom portion of the nozzles for penetrations 1 and 46. It did not find any gross wastage indication.
The licensee has determined the boat samples they are going to take. In Nozzle 46, the licensee will go after the crack indication that does not break the tube wall surface.
Nozzle Repairs
The temper bead pad has been welded on penetrations 1 and 46.
The guide tubes will be reinstalled in penetrations 1 and 46.
The shavings material discovered in the penetrations is Alloy 600. The licensee could not confirm the source of the shaving material.
The licensee will clean out the debris by removing the guide tubes for the penetrations.
The licensee stated that the NRC staff visited the Framatome facilities in Lynchburg, Virginia, to observe the methodologies for extensive stress analyses performed by the licensee contractors.
The licensee stated that the boat sample analyses are expected to be completed by September 15, 2003. STPNOC will keep the NRC staff informed of the progress made.
