SUBJECT:

SUMMARY

OF HEADQUARTERS, REGION IV, AND SOUTH TEXAS PROJECT NUCLEAR OPERATING COMPANY TELEPHONE CONFERENCE OF JULY 10, 2003, REGARDING SOUTH TEXAS PROJECT, UNIT 1, BOTTOM-MOUNTED INSTRUMENTATION LEAKAGE ISSUE; STATUS OF ACTIVITIES (TAC NO. MB8435)

On July 10, 2003, the U. S. Nuclear Regulatory Commission (NRC) Headquarters and Region IV staff held a telephone conference with STP Nuclear Operating Company (STPNOC), the licensee for South Texas Project (STP), Units 1 & 2. The conference call was a continuation of the ongoing discussions and was a follow up of the licensees activities following the discovery at Unit 1 of an apparent leakage at the interface of the reactor vessel bottom head mounted instrumentation (BMI) penetrations nos. 1 and 46. is a list of participants. Enclosure 2 is the agenda for the telephone conference.

At this phone call the licensee went through a list of ongoing activities, outlining the status as follows:

 The licensee will capture boat samples, including the weld area where a helium bubbles release was sighted.

 The licensee is set to start taking the boat samples on July 11th and will ship the samples to Framatome promptly.

 The licensee will provide NRC with schedules for the sample processing.

 The licensee plans to release a letter tomorrow which provides information regarding actions taken and commitments made. The letter is undergoing final internal licensee reviews.

 Regarding the finite element analyses of fatigue factors, the summary of the fatigue calculations does not include a safety factor of 4. The safety factor of 2 will be used for the cumulative usage factor calculation.

 All of the guide tubes have been cleaned and fittings were replaced at the seal table.

 The root cause analyses are progressing.

 Primary Water Stress Corrosion Cracking does not appear to be the root cause for the crack indications. Fabrication is the more likely cause. The licensee will continue to study both options until satisfied with the conclusion.

 As part of its post-repair monitoring program, the licensee will commit to do penetration ultrasonic testing (UT) inspections again at the end of the Unit 1 current inservice inspection interval, sometime in 2008 or 2009.

 Unit 2 visual examination has shown no problems. The licensee will complete the Unit 2 penetration UT examination in 2005.

 The wastage will be monitored on the repair nozzles. The licensee is discussing with the NRC its post-repair monitoring decisions.

The phone call ended with a reminder that the July 17, 2003, call will not be held due to the third NRC/STPNOC meeting on that same day.
