NRC STAFF RESPONSE TO ADDITIONAL INFORMATION PROVIDED BY EXELON GENERATION COMPANY, LLC REGARDING TRANSMISSION LINES TO BE INCLUDED IN THE ENVIRONMENTAL REVIEW FOR THE PROPOSED QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 LICENSE RENEWALS (TAC NOS. MB6845 AND MB6846)
Dear Mr. Skolds:
This letter documents the NRC staff response to additional information provided by Exelon Generation Company, LLC (Exelon) regarding the transmission lines included in the Environmental Report (ER) for the proposed license renewals for Quad Cities Nuclear Power Station, Units 1 and 2 (QCNPS). During the environmental site audit on March 12, 2003, the NRC staff requested that Exelon provide the basis for the transmission line analysis identified in the QCNPS license renewal ER. Exelon provided additional information in a letter dated May 14, 2003. Also, the NRC staff issued a Request for Additional Information (RAI) on May 23, 2003. Additional information was provided by Exelon during a meeting with the NRC staff in Rockville, Maryland on June 17, 2003, and Exelon provided a written response to the RAI in a letter dated July 17, 2003.
At the conclusion of the June 17, 2003, meeting, the NRC staff stated that the information provided by Exelon would be reviewed and a determination would be made regarding Exelons proposed application of the regulations. The staff has completed its review, and has determined that Exelons interpretation of 10 CFR 51.53(c)(3)(ii)(H) regarding electric shock from induced currents was inconsistent with the rule, its regulatory history and the associated Statement of Considerations, as well as the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437. The July 17, 2003, RAI response from Exelon reflects an acceptable application of the regulation. No additional information is required.
