REQUEST FOR ADDITIONAL INFORMATION - ENVIRONMENTAL REVIEW OF LICENSE RENEWAL APPLICATIONS FOR QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 AND DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3 (TAC NOS. MB6843, MB6844, MB6845 AND MB6846)

Dear Mr. Skolds:

The staff is continuing its review of the Exelon Generation Company, LLC (Exelon) application for license renewal of Quad Cities Nuclear Power Station, Units 1 and 2 and Dresden Nuclear Power Station, Units 2 and 3, which was submitted to the U. S. Nuclear Regulatory Commission (NRC) on January 3, 2003. As stated in a letter dated February 26, 2003, the NRC staff found that the content of the application, including the Environmental Reports (ERs), has sufficient information to be considered complete and acceptable for docketing. However, for its environmental review, the staff requests further discussion of your program for identifying new and significant information. Section 5.1 of the ERs states that Exelon is aware of no new and significant information regarding the environmental impacts of the proposed license renewals.

No basis for that assertion is provided in the ERs.

The staff is aware that the Exelon internal program for evaluating potential new and significant information was available during the recent site audits, and the audit team reviewed that information. The concern is that the ERs contain no information whatsoever to support the assertion in the ERs that Exelon is aware of no new and significant information. Therefore, the staff requests further discussion to determine Exelons compliance with 10 CFR 50.51(c)(3)(iv).
