December 20, 2001, (ML020240179), and March 4, 2002, (ML020720661), you submitted reports summarizing the steam generator tube inspections that were performed in November 2001 during the end-of-cycle 19 refueling outage for Oconee, Unit 3.
Our review of these submittals is enclosed. As discussed in the enclosure, we did not identify any issues that warranted additional follow-up at this time. The enclosed evaluation completes our review of the submittals and our efforts under the subject TAC.

ENCLOSURE EVALUATION OF OCONEE 3 END OF CYCLE 19 STEAM GENERATOR INSPECTION RESULTS By letters dated December 6, 2001, (ADAMS accession number ML020170422),
December 20, 2001, (ML020240179), and March 4, 2002, (ML020720661) Duke Energy, the licensee for Oconee Nuclear Station, Unit 3, submitted reports summarizing the steam generator tube inspections performed in November 2001 during the end-of-cycle 19 (EOC 19) refueling outage. In addition, licensee staff and NRC staff participated in conference calls during the steam generator inspection activities (ML020840670).
Oconee Unit 3 has two Babcock and Wilcox designed once-through steam generators. Each steam generator contains approximately 15,500 mill-annealed Alloy 600 tubes. The tubes have an outside diameter of 5/8-inch, a nominal wall thickness of 0.037-inch, and are supported by fifteen tube support plates along with upper and lower tubesheets. The tube support plates have trefoil-shaped broached holes, except for the outer rows of the 15th support plate that contain drilled holes. The Oconee, Unit 3 steam generators are scheduled for replacement during the Fall 2004 refueling outage.
During the EOC 19 refueling outage, the licensee performed tube inspections in both steam generators. The scope and results of the inspection are discussed in the material provided by the licensee. The licensee plugged 227 tubes in Steam Generator A and 129 tubes in Steam Generator B. A total of 110 tubes were plugged to surround existing plugged periphery tubes in response to the findings at Three Mile Island, discussed in NRC Information Notice IN 2002-02, Recent Experience With Plugged Steam Generator Tubes. The other tube plugging resulted from eddy current indications.
Based on the NRC staffs review of the information provided by the licensee and subsequent discussions with the licensee during the May 2003 steam generator inspections that occurred during the end-of-cycle 20 refueling outage (for the summary of the discussions, see ML031810657), the NRC staff concludes that the information required to be submitted by the technical specifications was provided and that no additional follow-up on the EOC 19 inspections is required at this time.
