SUMMARY

OF AUGUST 26 AND 27, 2002, MEETING TO DISCUSS TORNADO MITIGATION, FLOODING IN THE AUXILIARY BUILDING, AND TEMPORARY EXTENSION OF COMPLETION TIMES FOR KEOWEE HYDRO UNITS (TAC NOS. MB5361, MB5362, MB5363, MB6144, MB6145, AND MB6146)

On August 26 and 27, 2002, the Nuclear Regulatory Commission (NRC) met with Duke Energy (the licensee) to discuss (1) the licensees June 7, 2002, submittal on tornado mitigation; (2) the licensees forthcoming submittal on flooding in the auxiliary building; and (3) the licensees August 22, 2002, submittal requesting amendments that would allow a temporary extension of the completion times for the Keowee hydro units (KHUs). Enclosure 1 is a list of the attendees.

The licensee presented an overview of its June 7, 2002, amendment request that proposes to change the licensing basis with regard to the mitigation of tornadoes. The licensee is proposing to implement modifications (under the provisions of 10 CFR 50.59) that would protect the Standby Shutdown Facility (SSF) from tornado damage, and then utilize the SSF as the means to safely shutdown all 3 units after a tornado. The proposed licensing basis would also eliminate reliance on the flow path from the spent fuel pool to the high pressure injection system following a tornado.

The licensee discussed license amendments it intends to submit in Fall 2002 that would propose revisions to the licensing basis associated with the failure of the non-seismic piping in the auxiliary building. The submittal would use a risk-informed approach, following the guidelines of Regulatory Guide 1.174, An Approach For Using Probabistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis, to allow portions of the piping in the auxiliary building to be non-seismic.

Lastly, the licensee presented an overview of its August 22, 2002, amendment request that proposes temporary extensions to the completion times for the KHUs. The licensee stated that the extensions to the completion times are needed to accommodate a major inspection and overhaul of each KHU. The licensee is requesting approval of the amendments by May 16, 2003.
