Wagonar (CPLC), dated April 3, 2002, NRC Acceptance of EPRI Report TR-1 13594, "Resolution of Generic Letter 96-06 Waterhammer Issues," Volumes 1 and 2 By Reference (a) you requested that we complete our actions to address Generic Letter 96-06 and submit the information referred to in Section 3.3 of the Nuclear Regulatory Commission Safety Evaluation issued by Reference (b). Section 3.3 of the Nuclear Regulatory Commission Safety Evaluation requires licensees who choose to use the Electric Power Research Institute (EPRI) methodology to provide a supplementary response that includes, among other things, certification of the methodology and plant specific risk considerations.

The only remaining Generic Letter 96-06 issue for Calvert Cliffs Units 1 and 2 is waterhammer at the containment air coolers. Use of the EPRI methodology resulted in approximately 10% reduction in the predicted waterhammer pressure. Although a 10% reduction is beneficial, it is less than what we had expected to fully address issues raised by the Generic Letter. Therefore, at this time we have chosen not to use the EPRI methodology to address Generic Letter 96-06 issues.

We are currently evaluating several options to establish water pressure and water flow to the containment fan coolers before boiling occurs thereby eliminating waterhammer. Modifications to implement the

Document Control Desk July 25, 2002 Page 2 selected option is currently planned for completion during the 2003 refueling outage for Unit 2, and 2004 refueling outage for Unit 1. In the mean time, our functional evaluation reviews continue to support system operability.
