SUBJECT:

ELECTRIC POWER RESEARCH INSTITUTE (EPRI) REPORT TR-113594, RESOLUTION OF GENERIC LETTER 96-06 WATERHAMMER ISSUES, VOLUMES 1 AND 2 - CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 (TAC NOS. M96792 AND M96793)

Dear Mr. Cruse:

Generic Letter (GL) 96-06, Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions, dated September 30, 1996, requested that licensees evaluate (among other things) waterhammer and two-phase flow concerns associated with containment air cooler cooling water systems. Your remaining actions to fully address these concerns were deferred pending Nuclear Regulatory Commission (NRC) review and approval of EPRI Report TR-113594, Resolution of Generic Letter 96-06 Waterhammer Issues, Volumes 1 and 2.

The purpose of this letter is to inform you that we have completed our review, and we have determined that use of EPRI Report TR-113594 for evaluating GL 96-06 waterhammer issues is acceptable to the extent specified and within the limitations delineated in the report and NRC safety evaluation (SE). We request that you complete your actions to address GL 96-06 and submit the information referred to in Section 3.3 of the NRC SE by July 30, 2002. Please contact us to make alternate arrangements if you are unable to meet this schedule. A copy of our April 3, 2002, acceptance letter to EPRI, which includes the NRC SE, is enclosed for your information.

If you have any questions, please call me at (301) 415-1322.

Sincerely,

/RA/
