Dear Sir or Madam:

Entergy Operations, Inc. (Entergy), in Reference 1, requested approval of changes to the Grand Gulf Nuclear Station, Unit I (GGNS) Operating License and Technical Specifications associated with an increase in the licensed power level. The changes involve a proposed increase in the power level from 3,833 MWt to 3898 MWt. As a part of that original submittal, a Thermal Power Optimization Safety Analysis Report (TSAR), NEDC-33048P, was provided as Attachment 2.

That document was noted to be a proprietary report and the appropriate affidavit was included in the submittal.

Entergy and General Electric have discussed the use of the proprietary information bars in the report with the NRC staff. Based on that discussion, General Electric prepared Errata and Addenda No. 1 to NEDC-33048P, which was transmitted in Reference 3. Attached is Errata and Addenda No. 2 to NEDC-33048P. This document provides additional replacement pages for the TSAR. These changes are to correct an independently proprietary designation in Section 8 and to update the TSAR based on responses provided to NRC RAIs.

As noted in the original submittal, the TSAR constituted a compilation of information that is deemed to be proprietary and some of the information is considered to be independently proprietary. The attached information provides replacement pages for the TSAR and, on that basis, is also considered to be proprietary to General Electric. It is requested that this attachment also be withheld from public disclosure pursuant to 10CFR2.790. Because the Af 3 DI

July 8, 2002 GNRO-2002-00058 Page 2 of 2 attachment provides replacement pages for the TSAR, the affidavit filed with the original submittal is considered to be applicable here. Since this change affects only the designation of information considered to be independently proprietary, there is no change required to the non proprietary version of the TSAR submitted in Reference 2.

There are no new commitments made in this letter. Should you have any questions or comments concerning this request, please contact Jerry Burford at (601) 368-5755.
