In a letter to the U.S. Nuclear Regulatory Commission (NRC) dated October 27, 2009 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML093160605), the Northern States Power Company, a Minnesota corporation doing business as Xcel Energy (hereafter "NSPM"), requested an amendment to the Technical Specifications (TS) for Prairie Island Nuclear Generating Plant (PINGP). The proposed amendment requested adoption of the Alternative Source Term (AST) methodology, in addition to TS changes supported by AST design basis accident radiological consequence analyses.

In a letter to NSPM dated January 22, 2013 (ADAMS Accession No. ML112521289),

the NRC issued Unit 1 and Unit 2 license amendments 206/193 to adopt the AST methodology. Appendix 8 of the respective Renewed Operating Licenses imposes the following additional condition:

"NSPM will provide the NRC written notification when Unit 2 [Replacement Steam Generator] RSG installation is complete and AST License Amendment implementation has commenced."

The purpose of this letter is to inform the NRC that the Unit 2 RSGs have been installed, and with Unit 2 startup entering Mode 4 (on December 27, 2013), the installation is considered complete. Also, Technical Specification changes associated with Amendments 206/193 have been distributed. Thereby, NSPM has commenced AST license amendment implementation, and the submittal of this letter completes the action required by the subject license condition prior to the required due date (within 30 days after completion of the outage in which the Unit 2 RSGs are installed).

NSPM submits this notification in accordance with the provisions of 10 CFR 50.4.
