SUMMARY

OF AUGUST 25,2010, MEETING TO DISCUSS THE ALTERNATIVE SOURCE TERM LICENSE AMENDMENT REQUEST (TAC NOS. ME2609 AND ME2610)

On August 25,2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation (NSPM, the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss NSPM's October 27, 2009, license amendment request (LAR) to adopt the Alternative Source Term (AST) for PINGP. The primary focus of the meeting was the application of the steam generator tube rupture margin-to-overfill (SGTR MTO) analysis, which was submitted by the licensee as part of the AST LAR. A notice for this meeting was issued on August 10, 2010, and is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML102220087. The licensee's presentation can be found at ADAMS Accession No. ML102380571.

The licensee's presentation to the NRC staff included a discussion of the background for the AST amendment request and Requests for Additional Information (RAls), an overview of PINGP's SGTR MTO licensing basis, the applicability of Regulatory Guide 1.183 to the SGTR MTO analysis, and the NRC staff's concerns with the licensee's May 25,2010, RAJ responses.

The NRC staff queried the licensee throughout the presentation. In response to the licensee's statement that the SGTR MTO evaluation is not considered a safety analysis within PINGP's licensing basis, the staff remarked that its review to this point has treated this evaluation as a safety analysiS and that, because this is a new LAR, the staff is considering the SGTR MTO analysis in its totality. At the conclusion of the meeting. the NRC staff remarked that additional RAls may be issued by the staff to allow the licensee to clarify the information that was presented and discussed at the meeting.
