DPR-42 and DPR-60 Withdrawal of License Amendment Request (LAR) to Revise Technical Specification (TS) 3.8.1, "AC Sources - Operating" Emergencv Diesel Generator Voltaqe Limits (TAC Nos. ME8700 and ME87011 By letter dated May 15, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12137A825), Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"), submitted an LAR to revise the Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2, TS 3.8.1 emergency diesel generator (EDG) voltage test requirements to resolve non-conservative TS requirements in accordance with Administrative Letter 98-10, "Dispositioning of Technical Specifications That Are Insufficient to Assure Plant Safety",

(ML031110108). By letter dated July 12, 2012 (ML12184A107), the NRC requested additional information to support acceptance of the May 15, 2012 LAR (MLI 2137A825).

Some of the NRC requested information went beyond the scope of the May 15, 2012 LAR (ML12137A825) as well as the current PINGP licensing basis and is related to an identified industry issue that is being addressed through the Pressurized Water Reactor Owner's Group. Specifically, WCAP-17308-NP, Revision 0, "Treatment of Diesel Generator (DG) Technical Specification Frequency and Voltage Tolerances," was submitted for NRC review and approval on May I, 2012 (ML12125A123). Because some of the expanded scope information cannot be provided in the requested time frame, NSPM hereby withdraws the proposed May 15, 2012 LAR (ML12137A825).

In accordance with 10 CFR 50.91, NSPM is notifying the State of Minnesota of withdrawal of this LAR by transmitting a copy of this letter to the designated State Official. If there are any questions or if additional information is needed, please contact Mr. Dale Vincent, P.E., at 651-388-1 121.
