fl Xcel Energy January 09, 2023 ATTN: Document Control Desk U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 Monticello Nuclear Generating Plant Docket No. 50-263 Renewed Facility Operating License No. DPR-22 2807 West County Road 75 Monticello, MN 55362 L-MT-23-001 10 CFR 50.4 10 CFR Part 54 10 CFR Part 50 10 CFR Part 51 Monticello Nuclear Generating Plant Docket No. 50-263, Renewal License Numbers DPR-22 Application for Subsequent Renewal Operating License Pursuant to the Code of Federal Regulations, Title 10, Parts 50, 51, and 54, the Northern States Power Company, a Minnesota corporation (NSPM), doing business as Xcel Energy, is submitting this application for Subsequent Renewed Operating License for Monticello Nuclear Generating Plant (MNGP). The existing Renewed Facility Operating License, Number DPR-22 is currently set to expire at midnight September 8, 2030.

NSPM seeks to extend the operating term by 20 years beyond the current renewal license expiration date.

The enclosed Subsequent License Renewal Application contains the information required by 10 CFR Parts 54 and 51 and meets the submittal timeliness requirements of 10 CFR 54.17(c) and 10 CFR 2.109(b). This submittal provides appropriate administrative, technical and environmental information sufficient to support NRC findings required by 10 CFR 54.29.

This application has been prepared, to the extent feasible, in a format compatible with NUREG-2192, "Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants," Regulatory Guide 1.188, Revision 2 "Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses," and guidance provided by Nuclear Energy Institute 17-01,"lndustry Guideline for Implementing the Requirements of 10 CFR Part 54 for Subsequent License Renewal."

As required by 10 CFR 54.21 (b), current licensing basis changes which have a material effect on the content of this application will be submitted at least annually while the application is under NRC review and at least three months prior to the scheduled completion of the NRC review.

L-MT-23-001 Page 2 Appendix A, Table A-3, "List of SLR Commitments and Implementation Schedule", of the enclosed MNGP Subsequent License Renewal Application provides a list of commitments made in this application. This list will be updated as required throughout the SLRA review process.

MNGP requests NRC approval to implement BWRVIP-321-A, Boiling Water Reactor Vessel and Internals Project, Plan for Extension of the BWR Integrated Surveillance (ISP) Through the Second License Renewal (SLR) as required by NRC BWRVIP-321-A safety evaluation and per 10 CFR Part 50, Appendix H, Paragraph II1.B.3. The commitment to implement BWRVIP-321-A upon obtaining NRC approval is provided as an enhancement of the Reactor Vessel Material Surveillance Program as shown in SLRA Table A-3, Commitment 22 and B.2.3.19.
