In Reference 1, the NRC issued a letter to Northern States Power Company, a Minnesota corporation (NSPM), doing business as Xcel Energy, requesting that an online reference portal be set up and populated to support review of the license amendment requests NSPM submitted for the Monticello Nuclear Generating Plant in References 2 and 3. The NRC staff requested written confirmation that NSPM agrees with the terms and conditions set forth in Reference 1.
The purpose of this letter is to confirm that NSPM agrees to the terms-and conditions in Reference 1. Specifically, NSPM agrees to provide an online reference portal with the following conditions placed on the portal:

- The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis;
- The on line reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; and
- Conditions of use of the online reference portal will be displayed on the login screen and will require concurrence by each user.
The above conditions will be maintained through the duration of the NRC's review of the license amendment requests submitted in References 2 and 3.
