On March 12, 2012, the NRC Staff issued Reference 1 to all NRC power reactor licensees and holders of construction permits in active or deferred status. Enclosure 1 of Reference 1 contains specific Requested Actions, Requested Information, and Required Responses associated with Near-Term Task Force (NTTF) Recommendation

Document Control Desk Page 2 2.1, Seismic Evaluations. Enclosure 1 of Reference 1 requested each licensee, within 60 days of the date of the NRC's issuance of guidance on screening and prioritization criteria, and the implementation details of the risk assessment, to submit: (1) its intention to follow the NRC-developed guidance, or (2) an alternative approach, including acceptance criteria. NRC issued an endorsement letter of the guidance in Reference 2. Northern States Power Company, a Minnesota corporation, d/b/a Xcel Energy (NSPM), on behalf of the Monticello Nuclear Generating Plant timely submitted its 60-day response letter on April 29, 2013 (Reference 4).

The purpose of this letter is to affirm that NSPM's Reference 4 response fully intended to relate that NSPM intends to follow the approach described in the NEI letter of Reference 3. To clarify the Reference 4 response, NSPM intends to respond to of Reference 1 by following the approach described in Reference 3 on the schedule provided in Reference 3.
