DPR-42 and DPR-60 Corporate Merger of Decommissionins Trustee The purpose of this letter is to advise you of a change in the legal status of the Trustee for Xcel Energy Inc.'s nuclear decommissioning trust assets related to the Monticello and Prairie lsland nuclear facilities. This change results from the merger of The Bank of New York Company and Mellon Financial Corporation.

As a result of this merger, the asset servicing accounts held by Mellon Bank, N.A. will become accounts of The Bank of New York Mellon. The legal migration of the accounts will occur automatically on July 1, 2008, the effective date of the bank reorganization.

The Bank of New York Mellon will become the successor entity to the claims, rights, obligations and liabilities of Mellon Bank, N.A.'s Asset Servicing business.
