C. 20555 Gentlement Ret St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Proposed License Amendments Securitf Plan Revision Pursuant to 10 CFR 50.90, Florida Power & Light Company (FPL) submits herewith a request to amend Facility operating Licenses DPR-67 and NPF-16 for St. Lucie Units 1 and 2, respect.1vely.

Thene amendments are submitted to make changes to the St. Lucie Units 1 and 2 Physical Security Plan (PSP) . By letter dated September 9, 1987, (H.H. Berkow to C. O. Woody), the NRC notified FPL that any change to the PSP which downgrades vital equipment requires a license amendment under the provisions of 10CFR50.90.

Attachment 1 to this letter is the proposed Physical Security Plan change. Attachment 2 is a Safety Analysis in support of the pr) posed amendment. Attachment 3 is a "Determination of No Significant Hazards Consideration". l l

In accordance with 10 CFR 50. 91 (b) (1) , a copy of the proposed

] amendment, without the Safeguards attachments, is being forwarded -

to the State Designee for the State of Florida.

1 Attachments 1 and 2 to this letter contain Safeguards Information .

as defined in 10 CFR 73.21 and their disclosure to unauthorized l individuals is prohibited by Section 147 of the Atomic Energy Act i of 1954, as amended. Therefore, pursuant to 10 CFR 2.790(a)(3),
