a proposed interim Tec+mical Specification amend",.sent based on a reduced reactor coolant floe rate of 354,000 gpss.~ The proposed change was intended to -erzait continuation,'f the St. Lucie Unit l power ascension pxogram.

As described in our letter L-76-23.8 of June 14, 3.976, Combustion =nginee ing {C-Z) has found oding erxoxs in their STRXHXh iX (ZCCS) Code. As a result, C-E has perforned a preliminary calculation usinq a corrected version of the STBXKXN XX Code to establish a conservative estimate of the.

maximum alloMahle linear heat generation rate (LHGR). Tne calculation incorporated all low floe paxaneters and esulted in a t,",azimuth allowable LHGB of 13.7 km/ft at 100%, rated power.

A penalty'f l k~v/ft was subsequently assumed which reduces this 3irait to l2.7 ':w/ft. Because this calculation incorporated all the lo',v rior p ra...e ers, thxee of the interim Technical Specifications proposed in our April 27 latter are no longer necessary and are hereby vitMrawn. The pages listed below should remain the swee as those in our current Technical, Specifications.

Proposed'interim specification 4.2.1.4.b.7, which added a flow adj ustment factor to the calculation of LHGR, is na longer necessary. The affects of lo~ flov, are now included in the preliminarv LHGR licit.
