Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 BVPS Physical Security Plan (PSP) Revision 44 Enclosed is Revision 44 to Issue 4 of the Beaver Valley Power Station (BVPS) Physical Security Plan (PSP) (Base Plan, Safeguards Contingency Plan, and the Training and Qualification Plan). This change is being submitted utilizing the criteria described in NRC Generic Letter 95-08. Revision 44 changes include the following:

Base Plan

1. Base Plan, Chapter 3, "Protected Area Perimeter," was revised concerning the perimeter barrier and isolation zone exceptions. This was a result of the perimeter reconfiguration that expanded the north perimeter to encompass the BVPS Administration Building and the North Office Facility (previously the Secondary Access Facility) within the Protected Area.
2. Base Plan, Chapter 3, was further revised to update physical barrier descriptions (section 3.1.2), capture surveillance hardware enhancements (section 3.1.3), update security post and Protected Area portal listings and descriptions (sections 3.1.5 and 3.2), and to make typographical and clerical corrections.
3. Base Plan, Chapter 6, "Vital Areas," was revised to remove the phrase "radiologically hardened" from the description of the Secondary Alarm Station.
4. Base Plan, Figures 2-4, 3-1, 3-2, 3-3, 3-5, 3-6, 3-7, 4-1, 4-1B, and 6-2 were revised (3-7 was deleted) to capture the effects of the perimeter reconfiguration project.

Additional impact upon these figures is as follows:

Figure 2-4, "Vehicle Barrier Systems" was changed to reflect vehicle barrier reconfiguration.

Figure 3-2, "Protected Area Intrusion Detection System" was updated to reflect changes to perimeter intrusion detection systems and the sequential renumbering of those systems.

Figure 3-3, "Perimeter Surveillance system" was revised due to the addition of new cameras and the repositioning of certain existing cameras.

Figure 3-5, "Underground Penetrations Protected Area" was updated to add an additional potential point of entry due to the Protected Area boundary expansion.

Figure 3-6, "Storeroom Access Location..." was changed due to Represented Intrusion Detection System renumbering.

Figure 3-7, "Floor Plan Secondary Access Facility" was deleted.

Figures 4-1 and 4-1B, "Illumination System Lighting Patterns" were updated due to the additional perimeter lighting that was added to the expanded Protected area.

Figure 6-2, "Floor Plan Primary Access Facility" was changed due to Represented Intrusion Detection System renumbering.

These changes have been reviewed and judged not to decrease the safeguards effectiveness of the BVPS Physical Security Plan. Accordingly, this revision is being submitted in accordance with 10 CFR 50.54(p)(2).

The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
