- Attechm:nt to JAFP-86-0086 1 of 7 NEW YORK POWER AUTHORITY JAMES A. FITZPATRICK NUCLEAR POWER PLANT MONTH OF DECEMBER 1985 SPDES REPORT SPDES NY0020109 / NONCOMILIANCE WITH CONDITIONS A. Description - During the month of December, 1985, the pH range of the Auxiliary Boiler Oil / Water Separator (002) discharge was exceeded for both required samples taken duritag December, 1985.
B. Results
- 1. Amount of discharge = estimated 23,000 gal for 31 day period
- 2. Discharge rate = <0.5 gpm
- 3. Range of pH discharge: low = 3.95 high = 5.45
- 4. pH range limit for discharge (002) = 6.0 - 9.0
- 5. pH of West Storm Drain discharge = 7.5 Period of Noncompliance
- 1. Period of Noncomplianca (Probable) = 31 days D. Cause of Noncompliance Flow from the Oil /Wacer Separator (002) has either been nonexistent, or very low (<1.0 gpm). Because of this, no mixing has occurred in theon separator, and most likely this has caused a buildup of boiler soot the bottom. The small amount of sulphur contained in the soot has probably started to leach out turning the contents acidic. The presence of sulphur was confirmed by Ion Chromatography.
E. Corrective Action A Culligan soft lime pH treatment system for the Oil / Water Separator (002) has been ordered and is expected to be operational within two weeks (rush order). Until the pH treatment arrives and is put into operation, the effluent from discharge (002) is being temporarily routed to Radwaste vfjt a sump pump for processing thus terminating the release on Janu-ary 20, 1986.
NOTE: pH samples from the West Storm Drain (which discharges directly into Lake Ontario) indicate that there was no environmental impact from the discharge from the Oil / Water Separator (002),
as indicated by the measured pH of 7.5 for the West Storm Drain samples. The effluent of the Oil / Water Separator (002) drains directly into the West Storm Drain which in turn discharges into Lake Ontario.

- 1. The total flow for the Sewage Effluent (012) exceeded its 0.0020 MGD !
guideline for the month of December, 1985. This excursion is not in 4 violation of the permit condition based on the following stipulation which is part of the James A. FitzPatrick S.P.D.E.S. permit (p. 5, Permit No. NY0020109): I
"(5) If flow exceeds 2000 CPD, then an explanation for this in-creased flow shall be attached to the DMR."
In compliance with the above stipulation, the following explanation is given. The present JAF sewage treatment system was not designed to handle the number of personnel currently onsite. To rectify this situ-ation, a new sewage treatment plant is being designed and has a tentative ,
date for completion of November, 1986.
- 2. The effluent limits for surveillance testing (outfall 001-f) have been deleted since issuance of this final permit (Reference Document, NYSDEC
- " Notice of Complete Application" dated December 11, 1985).
- 3. The effluent limitations for Clarifier Blowdown (outfall 001-a)
Anthracite Filter Backwash (outfall 001-b), and Detergents Wastes (out-fall 001-c) have been suspended temporarily pending completion of compli-ance schedules and engineering reviews (Reference Document, Consent Order Case No. R7-0034-85-7, dated August 5, 1985).
- 4. The reported oil and grease value for the Discharge Canal (001) is a net value. This value was calculated from the Discharge Canal value of 19.3 mg/l minus the Inlet Canal value of 18.1 mg/1. This calculation results in a net oil and grease concentration for the Discharge Canal of 1.2 mg/1. Both the Inlet Canal and Discharge Canal were sampled on approximately the same date (12/12/85) and time.
- 5. The pH range for the Low Conductivity Waste Sample Tank (001-e) exceeded its 6.0 - 9.0 pH range once during the month of December, 1985. This excursion is not in violation of the permit condition based on the fol-lowing stipulation which is part of the James A. FitzPatrick S.P.D.E.S.
permit (p. 4, Permit No. NY0020109):
s "(e) If conductivity is equal to or less than 10 pmhos/cm, then the pH limit is 4.0 - 9.0 (range) . Monitoring is only required when pH range is exceeded."
