Attachm2nt to JAFP-84-0878 NEW YORK POWER AUTHORITY JAMES A. FITZPATRICK NUCLEAR POWER PLANT MONTH OF AUGUST 1984 SPDES REPORT SPDES NY0020109 The-pH Value for the Discharge Canal (001) exceeded the permit limiting condition three times during the sample period of 08/01/84 through 08/31/84.

This excursion of the pH Value is not in violation of the per-mit condition, based on the following stipulation which is part of the James A. FitzPatrick S.P.D.E.S. Permit (P. 4, Permit No. NY 002 0109).

"The pH Discharge 001 shall not exceed 8.5 unless the pH of the intake water is greater than this value: In this case, the pH of the Discharge shall not exceed the pH of the intake by-more than 0.1 pH unit."

In compliance with the above stipulation, the following data is presented as evidence that a permit condition has not been vio-lated:

'SPDES NY0020109 NONCOMPLIANCE WITH CONDITIONS

-A. DESCRIPTION

Discharge 012 (sewage plant effluent) fecal-coliform sampled

-for the month of August 1984'was not in compliance with Con-dition 10(B)(4) of the James A. FitzPatrick Nuclear Power Plant-SPDES Permit NY0020109.- ,

B. RESULTS Results of the sample taken on August 13, 1984 was >2,400 MPN/100 m1 fecal coliform. Associated sample results were as follows:

Fecal Caliform (July 23, 1984) = <2.2 MPN/100 ml Residual Chlorine (August 13, 1984) = 0.2 ppm (contact. pit)

Five-day BOD (August 1984) = 4.9 ppm Suspended Solids (August 1984) = 10.0 ppm Fecal Coliform (August 13, 1984) = >2,400 MPN/100 ml Fecal Colifonn (September 4, 1984) = <2.2 MPN/100 ml Fecal Coliform (September 10, 1984) = <2.2 MPN/100 mli C. PERIOD OF NONCOMPLIANCE Possible 22 days (August 13, 1984 to September 4, 1984)-

time period to next sample September 4, 1984. The Sep-tember 4,-1984 sample results showed fecal coliform to be

<2.2 MPN/100 ml.

D. CAUSE OF NONCOMPLIANCE The cause of the noncompliance with Permit Condition 10(B)(4) is not known at this time. As indicated above (Section B, Results), other sewage system effluent' parameters were within Permit limits and normal operating ranges.

E. CORRECTIVE ACTION .

As soon as the noncompliance was identified, a sample was taken (September 4, 1984), and another sample was taken on September 10, 1984. The July'1984 fecal coliform sample and the two fecal coliform samples taken during the month of

-September 1984 all had results of <2.2 MPN/100 ml fecal col-iform.

Fecal coliform will be sampled and analyzed during the first week of the~ month (when possible) so that resampling may be done later in the month if an anomalous result is identi-fied.
