Dear Sir or Madam:

Pursuant to 10 CFR 50.90, Entergy Nuclear Operations, Inc. (Entergy) submitted an application for an amendment to Facility Operating License (FOL) Condition 2.c(3) for the James A.

FitzPatrick Nuclear Power Plant (JAF) (Reference 1).

The requested license amendment was discussed with the JAF Project Manager (PM) from the Office of Nuclear Reactor Regulation (NRR) and the Fire Protection Branch Technical Reviewer on October 18, 2011 (Reference 2). The requested amendment was further discussed with the NRR PM on December 21,2011 (Reference 3). Based on these discussions with the NRC staff, JAF is withdrawing the amendment application.

Th13re are no new commitments made in this letter.
