_, NOTICE OF VIOLATION Duquesne Light Company Docket No. 50-412 Beaver Valley Power. Station, Unit 2 License No. CPPR-105 As a result of the inspection conducted on September 17 - October 22, 1985, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following

violation was identified:

10 CFR 50,~ Appendix B, Criterion X, Inspection, requires that a program for inspection of quality shall be established and executed to verify confor-mance with documented instructions, procedures and drawings for accom-plishing the activit Contrary to the above, as of September 27, 1985, a Quality Control Inspection -

Report failed to verify conformance to specified attributes of the installed condition of the HVAC supports referenced on the report. Specifically, the inspection report stated that attribute 014 (verify the concrete ex-pansion anchors are properly installed) was not applicable because no concrete expansion anchors were used. Onthesupportsinspected(2HVZ-DSA-048K, 2HCZ-DSA-051K), sixteen concrete expansion anchors actually existe Reinspections of_ these sixteen anchors revealed conditions on twelve of the anchors that exceeded the allowable drawing tolerance T'his is a Severity Level IV Violation (Supplement II).

Pursuant to the provisions of the 10 CFR 2.201 Duquesne Light Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply,

including: (1) the corrective steps which have been taken and the results achieved; (2), corrective steps.which will- be taken to avoid further violations; and (3) the date when full compliance will be achieved.
