Unannounced routine inspection of the status of the mergency reparedness Program and follow-up on open items.
Inspection procedures 92701, 82701, 82209, 82205, 82203, 82302, and 30703 were covered.
Results:
Overall, the licensee's program is adequate in the area of emergency preparedness.
No significant weaknesses were identified during this inspection.

Review of EPIP-02 Chan es 82701 and 92701 The inspector reviewed the proposed revision 8 to Emergency Plan Implementing Procedure (EPIP)-02, Emergency Classification, which was sent to the NRC in a letter dated December 21, 1990.
The inspector verified that this change had been previously reviewed and approved by State arid local officials.
The'inspector verified that all changes to EPIP-02 were consistent with guidance given. in NUREG-0654,.Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in support of Nuclear Power Plants.'he inspector also verified that the revisions to EPIP-02 were consistent with Emergency Plan (E-Plan) requirements and did not reduce the procedural requirements of Revision 7.
Revision 8 to EPIP-02 appeared acceptable to the inspector.
Open Item 90-11-01 is still open pending review of the next submitted E-Plan revision.
Review of Exercise Ob ectives 82302 The inspector reviewed the licensee's objectives for the 1991 exercise.
The objectives had been submitted to the NRC by letter dated January 23, 1991.
The inspector reviewed these objectives and found that the objectives were in accordance with the licensee's emergency plan.
A letter, dated February 12, 1991, approving these objectives was sent to the licensee in separate correspondence.
The inspector noted that the objectives lacked acceptance criteria.
The licensee stated that the acceptance criteria would be included with the exercise scenario, which will be sent to the NRC for revie Public Information Pro ram (82209)
The inspector. reviewed the information sent to the local population including the Palo Verde Public Safety Plan, the Neighbor to Neighbor newsletter and the New Generation.
The guidance given meets the requirements of 10 CFR 50 Appendix,E Section IV:0.2 and it is provided annually.
The inspector verified that the licensee had prominently posted, for the transient population, this information at the Red quail General Store (which has an RV park) and at Rip Griffin's Truck Stop (which has a large Transient Trucker population).
This information included a telephone number which the public could call for additional information.

Notifications and Communications (82203 The inspector reviewed EPIP-03 and EPIP-04 to ensure that these procedures were consistent with the emergency classification and action level scheme.
These procedures govern the notifications of offsite agencies, and shift augmentation personnel.
The message format is concise and complete and the procedures require that one offsite agency repeat the message back to ensure that it was accurately transmitted.
The inspector verified that the communications systems were diverse and redundant, and that communications would be available in the event of a power loss.
The systems reviewed were the NAN telephone system (the primary notification system),
two way radios, cellular telephones and commercial telephones.
The inspector verified that communications drills were being conducted as required by the licensee's Emergency Plan.
The inspector requested and observed an unannounced test of the NAN telephone system.
The inspecto'r verified that licensee procedures require notification of offsite agencies within 15 minutes of an event declaration.

Emer enc Facilit Tours (82701 The inspector reviewed with licensee personnel their method for ensuring that emergency response personnel are available at all times.
The licensee uses a duty officer system and has a person designated for each of the critical emergency response positions.
The licensee requires that these people meet fitness-for-duty guidelines during their duty week.
The inspector verified that the licensee requires staffing the TSC and EOF in the event of an Alert or higher.
The inspector reviewed licensee, recall test results which showed that all critical positions would be staffed within one hour.
The inspector toured the licensee's EOF and TSC while onsite.
Required equipment and communications systems appeared to be operable and were in place.
Procedures were current and available.
The inspector noted a
damaged rubber seal on the TSC airlock outer door.
This damage did not appear, to the inspector, to render the airlock non-functional.
The
inspector discussed with licensee management the need to ensure that the licensee's emergency preparedness staff be alert for minor problems such as this while conducting work in their various facilities.

Exit Interview An exit meeting was held on February 1, 1991 with members of the licensee staff.
