Preservice Inspection a.
Preservice Inspection Program The inspector reviewed specific segments of the licensee's preservice inspection (PSI) program not previously examined during inspection of in progress PSI activities (Refer to NRC:RV Inspection Report No. 50-528/81-20). The PSI program was reviewed and approved by the licensee.and a Level III NDE examiner. The applicable ASME Code Edition and Addenda stated in the PSI program are'in agreement with 10 CFR 50,' paragraph.50.55a(g).
The licensee submitted four relief requests involving updating to a later Code Edition. The inspector reviewed the justifications for these exceptions. The relief requests were evaluated and found acceptable by the NRC. This action is documented in the Safety Evaluation Report (SER) related to the operation of Palo Verde Nuclear Generating Station, Units 1, 2, and 3, dated September 1982.
No items of noncompliance or deviations were identified.
b.
Procedure Review The inspector reviewed the technical adequacy of Procedure No. NIP 954, Revision 2 of August 14, 1980 " Ultrasonic Examination Procedure for Class I and Class II Austenitic Piping." This review was to ascertain whether the procedure contained requirements pertinent to the area being examined, such as type of apparatus used, extent of coverage, calibration requirements, size and frequencies of search units, beam angles specified, reference level for monitoring discontinuties is defined and scanning gain in accordance with ASME Code, evaluation and recording of indications in accordance with ASME Section XI, aethod of recording and reporting significant indications established, and acceptance limits are specified in accordance with ASME Section XI.

Data Review and Evaluation The inspector reviewed the ultrasonic examination data generated for three piping systems to ascertain whether the following requirements were met:
initial and final calibration show no major deviations; examination data properly reported, evaluated and documented; evaluation of data performed by a Level II or Level III examiner; procedural compliance of evaluated data; evaluation of indications in compliance with NDE procedure and ASME Section XI requirements.
The records examined were from the following areas:
1.
Loop 1 Shutdown Cooling Line, Area Designation 01-021-004, 16" Sch 160 Pipe-to-Elbow Weld.
2.
Loop 2 Shutdown Cooling Line, Area Designation 01-022-009, 16" Sch 160 Pipe-to-Valve Weld.
3.
Loop 1A Safety Injection Line, Area Designation 01-023-017, 14" Sch 160 Pipe-to-Valve Weld.
No items of noncompliance or deviations were identified.

Quality Assurance Involvement

The inspector reviewed.the licensee's quality assurance program to assure adequate coverage.of PSI activities. Applicable quality assurance requirements are addressed in the Bechtel " Project Quality Program Manual" Procedure No. 7.7 " Subcontractor Control."
Attributes of the quality assurance program control over PSI activities examined by the inspector are as follows:
