Inspection during the period of October 14-30, 1981 (Report Nos. 50-508/81-18 and 50-509/81-18)

Areas Inspected: Routine inspection by resident inspector, including concrete placement practices, control of noncon-forming Irens, storage of safety-related components, open items control, licensee reported events and lay-up of Unit 5 for extended construction delay.

The inspection involved 44 inspector-hours on-site by one NRC inspector.

Results:

Of the areas inspected, no items of noncompliance were identified.

Licensee Action on Previous Inspection Findings The revised record keeping system at the licensee for control of NRC open items was examined and monitored.

No deficiencies were identified.

Follow-up on Fotential 50.55(e) Item-Concrete Consolidation in the WNP-3 Shear Wall of Reactor Auxiliary Building (81-07-29)

During the report, several examinations were conducted as repairs were being made to the voids in this wall due to in-adequate consolidations of concrete.

Disposition actions had been developed by a Nonconformance Review Board (NRB) en a section by section basis, which treated single voids or groups of voids as individual problems.

Completed repairs and repair procedures were examined.

At the end of the. report period all actions directed by the NRB (which included a design engineer) had been completed.

However, two areas were not satisfactorily filled and will require further work.

Another NCR (No. 263-6007) will control these

,

additional repair actions.

The licensee confirmed that the final 50.55(e) report would address the subjects of corrective action to prevent recurrence and the

structural integrity of the wall.

Neither of these subjects are covered by the NCR's.

Concrete Placement in the WNP-3 Reactor Building

.

Concrete placement in the containment building was observed.

These observations included form stripping and application of curing compounds.

Particular attention was given to the ex-amination of consolidation practice as evidenced by the conditions of vertical walls prior to cosmetic repairs.

No items of noncompliance were noted and concrete consolidation in the two placements observed appeared satisfactory.

Extended Construction Delay-WNP-S Tours of the reactor auxiliary building were made following heavy rainfall.

Lay up activitias appeared to be adequate.

Provision for maintaining inert atmosphere on both sides of both steam generators were verified.

7.

Management Meetings The resident inspector has established a system of weekly management meetings with cognizant St.pply System and Ebasco personnel.

A monthly meeting with the Program Director or Project Manager for the Supply System will be held prior to drafting future monthly reports.
