Summary:

A project status meeting was held, at the request of Supply System management on December 10, 1981, at the NRC Region V office, San Francisco, California. The principal purpose of the meeting was for the licensee to describe the ' management plan for the extended construction delay of WNP-4/5.

Background Because of the severe problems in financing the construction of Units 4 and 5 in parallel with the other three Supply System Projects, the Governors of Washington and Oregon appointed a special Blue Ribbon Panel of senior businessmen to evaluate the situation and provide their recomendations.

The recommended action, on September 18, 1981, was to place WNP-4 and 5 in a minimum cost status while preserving the assets for a period of at least two years beginning July 1,1981.

The Participants Committee representing the 88 participants in WNP-4/5 approved a resolution on September 24, 1981, supporting these recommendations. The Supply System Board of Directors directed implementation of those recommendations on September 25, 1981~, in Resolution No.1187 and further directed preparation of an amended construction budget for fiscal years 1982 and 1983 reflecting the same.

A Northwest regional power study is currently being conducted that is expected to b'e completed by March 1983.

The results of this study are expected to influence the further decision on the action to be taken on Units 4 and 5 on whether to extend the construction delay, restart construction, or cancel the projects.

Management Plan for Extended Construction Delay The Supply System has developed a " Management Plan" to provide a description of the general policy and guideline to be followed in bringing the WNP-4/5 Projects to an extended construction delay status. The Supply System will use this plan as the basis for all management direction with respect to efforts on Projects 4 and 5.

The exter.ded construction delay status is to be executed within severely limited funding constraints while preserving the assets of the Projects for a two-year period.

The following items, which are part of the Management Plan, were specifically discussed during the meeting.

a.

License Maintenance A request to extend the latest completion date on the WNP-4 permit to June 1,1987, was recently submitted to the NRC.

The latest completion date specified on the WNP-5 pemit is July 1,1986; therefore, no action will be taken on that pemit at this time.

Engineering Construction The Program Directors, in consultation with the Technical Director, shall define all equipment / structures / materials to be preserved given certain economic considerations discussed

in the plan.

Specific commercial direction will then be given to appropriate construction contractors and equipment vendors.

The plan states that "Nonconformances relating to hardware, structures, and documentation should be dispositioned and verified.

(If nonconformalces can be closed out at the contractor's expense, they should be closed out.). At a minimum, unresolved nonconformances should be recorded and their status noted for future action."

The preventive maintenance program in effect during construction will be continued until specific decisions are made to do otherwise.

c.

Quality Consideration Planning for the extended construction delay will address quality assurance program considerations necessary to preserve licenses and permits and to protect plant equipment and facilities so as not to preclude a resumption of construction af ter the delay.

Surveillance procedures will be required to verify that the quality of materials, components, and structures (including partially completed structures) will be adequately preserved. Records will be maintained for work performed.

Documentation and Records The licensee has identified the present status of records for the two subject sites. The plan calls for the AE and/or CM to retain all quality records currently in their custody, and to obtain custody of those quality records in the custody of the

-3-contractors. The guiding philosophy shall be that the AE or CM have custody of the records rather than the contractor.

The Supply System will retain all quality records currently in their custody for those contracts administered within the Supply System (e.g., fuel racks, security system, etc. ).

In addition, the Supply System will obtain custody of those quality records that pertain solely to WNP-4/5 for contracts administered by the Supply System.

As stated above, most contractvr, will present their records to the AE or CM as determined by the Program Director. However, for selected contractors (for axample, the NSSS contractor)

where the contractor has not yet turned over quality records to the AE/CM or the Supply System, the Program Director may elect to lea've those records in the custody of the contractor.

In this case, the contractor will provide a list of those records required to support his work and will describe how and where the records will be stored.

The Supply System will verify the adequacy of those records by audit / surveillance.

All other records not currently in the possession of the AE/CM/ Supply System that can be obtained at no additional cost will be obtained.

Other records will be obtained only for components that are not accessible due to construction (e.g.,

embeded piping, underground piping or electrical work, etc.).

In this case, marked-up drawings and records will be considered to be adequate.

Records for equipment received during the construction delay will be retained by the CM organization.

Miscellaneous Information In response to specific questions, the licensee representatives

j stated that the Supply System will be auditing the sites for compliance i

with the management plan. The vendor surveillance program will be i

maintained intact.

Also, controls will' be established to assure i

that " wasted" material -(i.e. items identified 'as more costly to i

maintain than replace) does not get back into the system after the resumption of construction. The. licensee agreed to provide the Region with a copy of the material preservation lists.
