was within the stated time period; included the information required; included adequate corrective action commitments; and was accurate. The follcwing comments are a result of this review:

The RIII inspector noted that the licensee response to IE Circular No. 76-02 (Westinghouse BF and BFD Relays) was not adequately supported with regard to the use of these relays in those safety related systems that are not in the Westinghouse NSSS scope of supply. A commitment was made to provide a revised response. The revised response, dated December 14, 1978 has been received and determined to be acceptable.

2.
With regard to IE Circular lio. 77-01 (Malfunctions of Limitorque Valve Operators) a review f or applicability was pea formed and a cop:. of this circular sent to the operations group.
The copy was not placed in a file for further action. As a result of questions raised by the inspec-tor, Circular No. 77-01 is now in a suspense file in the operations group and will be considered in the preparation of the operating pro-cedures.

With regard to IE Circular No. 77-06 (Effects of Hydraulic Fluid on Electrical Cables) it was not evident that an adequate review for applicability was performed. The licensee has subsequently contacted Bechtel by telepaone on December 14, 1978 to request assistance in evaluating this circular. This is an open item.

_t the requirements of the Techt.ical Specification (10466-M-204(Q) Revision 16), Quality Control Procedure (No. 200 Revision 3) and Work Procedure (No. 205 Revision 5) requirements were adhered to.

Nondestructive testing of completed weld joint The inspector observed magnetic particle examination of a completed weld joint No. 2-EF-02-F019 (size 4", 0.337" wall).
The equipment used was magnaflux type P-90, serial No. 791152, calibrated December 4, 1978.
The testing sas performed in accordance with applicable procedure and code requirements.
No items of noncompliance were identified.
e.
Shop weld During the observation of field welding activities the inspector observed that two completed (2-EJ-02-S039-B 6 D) welds were

ground down below the surtace of the outer pipe diameter.
It appeared that the required minimum wall thickness may have been exceeded. The licensee could not determine from the vendor records if the wall thickness had been measured in the questionable areas. During this inspection period, the licensee ultrasonically measured the wall thickness in the questionable areas and found them to be acceptable. The inspector reviewed Ultrasonic Report No. 00031 dated December 6, 1978. No items of noncompliance were identified.

Safety Related Piping (Welding) Review of Records The inspector selected various records associated with welcing of pipe to ascertain that these records reflect work accomplishments consistent with NRC requirements and PSAR commitments.

b.
The inspector reviewed the calibration records for two oxygen analyzers being used to determine the oxygen content for weld joint purges. The meters were determined as follows:
(1) Gas Tech Model IP-204, Serial No. 581, Calibration No. ICH-WQ-065 (2) Bacharach Serial No. 7B311, Model K525, Calibration No. ICN-WQ-070 The inspector noted that the Daniel calibration procedure QCP-20 Appendix I-F had a calibration interval of six months for both of the abovm models. The manufacturer of the gas tech instrument in their instruction manual recommended that their meter be calibrated at a monthly interval.
Daniel produced an inter-office memorandum dated May 19, 1978 addressing this six month calibration interval for the gas tech instrument.
Daniel stated they will either change the calibration interval or justify the six month f requency based upon their completion of the evaluation. This item is unresolved pending review of licensee action.

The inspector reviewed the delta ferrite logs maintained by c.
Daniel QC to verif y compliance with Daniel procedure QCP-509, Revision 0, titled " Determining Delta Ferrite Content in Stainless Steel Welding Consumables and Welds."
The procedure is based upon the requirements for ferrite measurement as delineated in the Bechtel Specification 10466-M-204(Q). Daniel is currently experiencing difficulties in maintaining this consecutive log of production welds. There is a requirement to check every one-hundred production weld for delta ferrite content for each heat or lot of welding materials. Many of the weld joints have several heats per weld. The licensee is to evaluate technical specification requirements with Bechtel to determine if specification should be. revised to accommodate dif ferent heats in a single weld joint. This item is con-sidered unresolved pending review of the licensee's action.

Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of noncompli-ance, or deviations. Unresolved items disclosed during the inspection are discussed in Section II, paragraphs 2.b and 2.c of the Details Section of this report.
Exit Meeting The inspectors met with site staff representatives (denoted in the Persons Contacted paragraph) at the conclusion of the inspection on December 6, 1978.
The inspectors summarized the scope and findings of the inspection.
