Routine, announced-inspection by regionally based inspector of construction activities including licensee's commitment to inplement QA/QC training programs for first line inspectors and miscellaneous open items. The inspection involved 16 inspector hours onsite by one NRC inspector.

Licensee Action on Previously Identified Inspection Items a.

(0 pen) (Enforcement Conference Item) Strengthen Quality Control 50-460/78-05 In subtask 1.1.a.6 of the licensee's letter of September 1, 1978 to the NRC Region V cffice, the licensee described actions to " upgrade QA/QC training." During this inspection, the inspector attended a WPPSS management briefing on the Quality Training Indoctrination Program System (QTIPS), monitored five video tapes representative of material developed to date, discussed implementation of the program, examined methods and schedules for development of job specific training modules, and

examined instructor guidance material. The inspector found that

the planned program was of adequate scope and sufficiently developed for initial implementation in the immediate future.

However, job specific training modules were still to be

developed or obtained. Licensee's current plans are that these J

job specific modules will address the actual physical inspection t}

process and how it is to be performed in some 32 different areas.

The item will remain open for further inspection when job H

'Phe licensee forwarded a report on this subject dated March 9, i979. Eight of the subject valves were to be " field converted" tj in accordance with B&W instructions issued as field change pa authorization (FCA) 04-3030-00 on November 13, 1978.

The

inspector examined a converted valve and reviewed the FCA.

The inspector had no further questions and the item was closed.

(Closed) (Deviation) ACI-306-Cold Weather Concreting 50-460/79-01-03 Changes in the licensee's specifications for contracts 206, 253 and 254 to provide improved control over cold weather concrete curing were examined. Control is now based on the temperature of the concrete.

Ambient temperatures are controlled during preplacement in order to assure the proper temperatures of forms and adjacent concrete at the cold joint.

The inspector had no further questions at this time.

(0 pen) (Followup Item) 10 CFR 50.55(e) Report on Mounting of Atlas Industrial Letdown Coolers 50-460/79-05-01 The licensee notified the NRC on March 22, 1979 that certain supports for the letdown coolers were underdesigned for design loads. Additional information on this item was obtained including the proposed redesign of the mounting by B&W. This item will remain open pending receipt of the licensee's report and future followup inspection.
