Dear Mr. Kingsley:

During July 14 through 17,1997, NRC's Office of Nuclear Reactor Regulation performed an Operctional Safeguards Response EvaNatior. (OSRE) at your Braidwood Nuclear Power Station. Units 1 & 2.

The primary purpose of the OSRE program was to evaluate a licensee's ability to respond to an external threat in a contingency by focusing on the interactions between operations and security in establishing priorities for protection of equipment and on the defensive strategies used. The OSRE also included a safety / safeguards interface review to assure that safeguards measures do not adversely affect safe operation of the facility.

Based on the results of the inspection, the teem noted that, overall, the security force demonstrated an effective contingency response capability. The team also noted the high quality and extent of operations involvement in the planning and exercising of the contingency response capability. Tt.e team also concluded that effective provisions were in place to d '.sure that safeguards measures did not adversely affect the safe operation of the facility.

Open items concerning your ability to rer. pond tc an external threat are identified in Sections T, S2.1, SS.1, and 'i6.1 of the enclosed inspection report. These iterns will be reviewed during subsequent inspections.  ;
