VOGTLE ELECTRIC GENERATING PLANT - NRC EXAMINATION REPORT 05000424/2005302 AND 05000425/2005302

Dear Mr. Grissette:

On November 23, 2005, members of your training staff administered an NRC Senior Reactor written retake examination to one employee of your company who had reapplied for a license to operate the Vogtle Electric Generating Plant. The NRC waived the Reactor Operator portion of the written examination, and the operating examinations.

The SRO applicant passed the written retake examination. There were no post exam comments.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS ER 05000424/2005302, ER 05000425/2005302; 11/23/2005; Vogtle Electric Generating Plant, Units 1 and 2, Licensed Operator Examinations.

An NRC examiner conducted an operator licensing initial retake examination in accordance with the guidance of NUREG-1021, Revision 9, Operator Licensing Examiner Standards for Power Reactors. This examination implemented the operator licensing requirements of 10 CFR

§55.43.

The facility licensee administered the written retake examination on November 23, 2005. The operator licensing initial written retake examination was developed by the licensee. One senior reactor operator (SRO) applicant passed this retake written examination and was issued a license.

No significant issues were identified.

4OA5 Operator Licensing Initial Examinations a. Inspection Scope The examiners reviewed the written examination developed by the licensee for compliance with the guidelines specified in NUREG-1021, Revision 9.

The examiner reviewed the licensees examination security measures while preparing and administering the examinations to ensure that examination security and integrity complied with 10 CFR 55.49, Integrity of examinations and tests.

The examiner evaluated one SRO applicant who was being assessed under the guidelines specified in NUREG-1021. The licensee administered the retake of the written examination on November 23, 2005. The evaluation of the applicant and a review of documentation was performed to determine if the applicant met the requirements specified in 10 CFR Part 55.

b. Findings No findings of significance were identified. The applicant passed his retake examination.

The NRC determined that the licensees examination submittal was within the range of acceptability expected for a proposed examination. One SRO passed the written retake examination. No post exam comments were submitted. The SRO written examination and answer keys, and examination references may be accessed in the ADAMS system (ADAMS Accession Number, ML060060281).

4OA6 Meetings Exit Meeting Summary On December 1, 2005, the examiner discussed the examination and preliminary findings with Mr. Lee Mansfield, Operations Training Manager, and other members of his staff.

The examiner confirmed that proprietary information was not provided or examined during the inspection.
