Control of Design Basis Documents The inspector assisted an IE:HQ inspecti,on specialist in a review of Westinghouse and Teledyne design basis documents.
These docu-ments include Westinghouse furnished definitions of operating transients for reactor coolant systems and related design para-meters defined by Teledyne Engineering Services.
For this facility, Westinghouse provides basic transient information, Teledyne pro-vides related analysis of piping, and Stone and Webster provides piping design.
The licensee reviews and approves deviations from Westinghouse basic parameters where appropriate for tne particular piping design of this facility, and provides coordination with operations staff responsible for preparing plant operations proce-dures and operation specifications.
The licensee representative stated thatthe basic operating supervision has bee.1 assigned for this facility, and showed evidance that the responsible individual was participating in review of anticipated plant transients.
The licensee representative stated that computer programs will be developed to keep track of important transient conditions and to monitor these relative to design basis allowable cycles.
The inspector reviewed several documents which reflect changes
, rom standard Westinghouse transients. The inspector ascertained that such changes were documented, transmitted to the piping designer, reviewed and approved by the licensee, and were coordinated with the NSSS contractor.
The licensee engineering staff was aware of all such changes by copy of Teledyne communications and through NUSCC/S&W/Teledyne meetings, and prepared a briefing memorandum for the project manager, summarizing the status of each such item in December 1978.
The resolution of some items is not yet' complete.
