Matters Discussed a.

Opening Remarks Mr. Keppler opened the meeting by stating that he had requested this meeting primarily to discuss the interfaces between the respective organizations in an effort te improve them.

He stated that while NRC has some concerns regarding instances of undisciplined operations at the Lacrosse facility, he was very concerned over what appeared to be an overly tense working relationship between the organizations, as evidenced during the Enforcement Conference held in Region III on February 11, 1982. He stated a desire to have candid discussions from all parties so that every concern was fully discussed.

Mr. Linder indicated that they were receptive to this approach and were happy to have the meeting, b.

Interfaces Mr. Taylor presented the licensee's concerns which centered around operating an older vintage and smaller plant in todays regulatory climate which has included many NRC backfit requirements for the facility as well as the stationing of two NRC Resioent Inspectors at the facility. He also discussed how he believes the interface problem developed.

Mr. Keppler discussed how the regulatory climate has changed over the last several years, including the stationing of Resident Inspectors at all sites, and that under current regulations NRC is required to treat Lacrosse like any other operating reactor. He did indicate that Lacrosse now has only one NRC Resident Inspector and that this is in line with the present staffing plan.

It was agreed that these discussions were very fruitful toward improving the interfaces between the respective organizations.

Conduct of Plant Activities

This matter was discussed by the licensee and NRC and mainly focused

'

on events discussed during previous Enforcement Conferences and SALP meetings. The NRC has concluded that the predominant causal factor related to these events is failure to follow procedures in such areas as plant modification and operation.

The NRC position on this

'

matter is that these events are indicative of a need for the licensee to take steps to add a higher level of discipline to plant activities.

The licensee agreed with the assessment.

Measures to Improve Regulatory Performance Mr. Taylor discussed measures taken to date or planned as well as other options. He stated that he believed the fundamental problem leading to the NRC's concern about conduct of plant activities was attitudinal in nature.

Mr. Keppler r.uggested that the licensee analyze NRC inspection findings, SALP reports, the INPO report and QA audit findings to develop an

j overview of problem areas. He also suggested that input from site personnel could be useful in identifying problem areas as well as

recommending solutions.

Mr. Keppler discussed how other utilities had improved their regulatory performance by development, implementation,

and evaluation of a formal program, and in this regard he agreed to

'

provide the licensee with information pertinent to Zion and Palisades.

The licensee committed to develop a formal regulatory improvement program and discuss it with the NRC within approximately three months l

from the date of the meeting (July 1, 1982).
