SUBJECT: WATTS BAR NUCLEAR PLANT, UNIT 1 - U.S. NUCLEAR REGULATORY COMMISSION PROBLEM IDENTIFICATION AND RESOLUTION INSPECTION REPORTS 05000390/2014007 AND 05000390/2015405

Dear Mr. Shea:

On December 18, 2014, the U. S. Nuclear Regulatory Commission (NRC) completed an inspection at your Watts Bar Nuclear Plant, Unit 1. The enclosed report documents the inspection findings that were discussed on December 18, 2014, with Mr. Walsh and other members of your staff. A re-exit was conducted with Mr. Charlton via telephone on January 22, 2015. An additional re-exit was conducted via telephone on February 3, 2015, to discuss the final results of the inspection.

Based on the inspection sample, the inspectors determined that your staff's implementation of the corrective action program (CAP) supported nuclear safety. In reviewing your CAP, the inspectors assessed how well your staff identified problems at a low threshold, your staff's implementation of the station's process for prioritizing and evaluating these problems, and the effectiveness of corrective actions taken by the station to resolve these problems. In each of these areas, the inspectors determined that your staff's performance was adequate to support nuclear safety.

The inspectors also evaluated other processes your staff used to identify issues for resolution. These included your use of audits and self-assessments to identify latent problems, and your incorporation of lessons learned from industry operating experience into station programs, processes, and procedures. The inspectors determined that your station's performance in each of these areas supported nuclear safety.Finally, the inspectors determined that your station's management maintains a safety-conscious work environment adequate to support nuclear safety. Based on the inspectors' observations, your employees are willing to raise concerns related to nuclear safety through at least one of the several means available.

There was one Green finding identified which was determined to be a violation of NRC requirements. However, because of the very low safety-significance, and because it was entered in your CAP, the NRC is treating this finding as a non-cited violation (NCV), consistent with the NRC Enforcement Policy.

If you contest the NCV, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-001; with copies to the Regional Administrator, RII; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Senior Resident Inspector at the Watts Bar Nuclear Plant, Unit 1.

If you disagree with the crosscutting aspect assigned to the finding in the attached report, you should provide a response within 30 days of the date of this inspection report (IR), with the basis for your disagreement to the Regional Administrator, RII, and the NRC Senior Resident Inspector at the Watts Bar Nuclear Plant, Unit 1. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public inspections, exemptions, requests for withholding," of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS); accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

However, the material enclosed herein contains Security-Related Information in accordance with 10 CFR 2.390(d)(1), and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the Enclosure will not be made available electronically for public inspection in the NRC Public Document Room, or from the PARS components of NRC's ADAMS. If you choose to provide a response, and Security-Related Information is necessary to provide an acceptable response, please mark your entire response "Security-Related Information - Withhold from public disclosure under 10 CFR 2.390," in accordance withCFR 2.390(d)(1), and follow the instructions for withholding in 10 CFR 2.390(b)(1).
