NOTICE OF VIOLATION (NRC INSPECTION REPORT NOS. 50-373/92027; 50--

Dear Mr. DelCeorge:

This will acknowledge receipt of Mr. Kovach's letter dated January 4,1993, in response to our letter dated December 4,1992, transmitting a Notice of Violation associated with LaSalle Inspection Report Nos. 50-373/92027; 50-374/92027. We-have reviewed your corrective actions to violations 1. and 3, - dealing with failures to follow procedure due to inattention to detail and inadequate procedures.

We have no - further questions regarding these violations _ at -_this time. These corrective actions will be exmined in future inspections.

With regard to violation 2, concerning compliance of LaSalle's out-of-service (OOS) program with ANSI N18.7-1976, we agree that the November 16, 1992, Unit 2 reactor scram is not an appropriate example of a 10 CFR 50, Appendix B, Criterion

XIV violation. Howeve, the potential and extensive effects of the_ service air system upon safety related -equipment requires caution when implementing an 005

for this system. This caution was not exhibited by plant operators during this event.

The failure of the shift supervisor to-sufficiently review the 00S to

considered another example of violation 1.

- The : corrective actint.s taken concerning this matter are adequate and violation-2 of the Notice.of Violation, dated December 4, 1992, is retracted. We' consider this issue closed.
