Areas Inspected:
Routine, announced preoperational inspection of the radiation protection and radwaste management prograts, includin6:
organization, radiation protection procedures, facilities, respiratory protection progran, and effluent control procedures. The inspection involved 12 inspector-hours onsite by one SkC inspector.

General This inspection, which began at 8:30 a.ci.,
on November 8, 1978, was conducted to examine progress made in development of radictic protection and effluent control procedures.
3.
Organization The radiatioa-chemical organization remains as described in Inspection Report 50-373/78-18, except that the Assistant nealth Physicist is being transferred to another Coc=onwealth Edison plant, and two health physicists have been assigned to La Salle (LSCS) from the corporate office. The newly assigned health physicists are recent university graduates with no power plant experience. They are assigned as Assistant Health Physicists at LSCS.
Radiation Protection Procedurcs The inspector discussed the following catters with licensee representatives during the course of the inspection:
a.
Whole body counting and evaluation of counts to meet the requiretients of 10 CFR 20.103.
b.
heutron monitoring and dosimetry.
Respiratory protection progran and the specitic requiremente c.
for procedures listed in Regulatory Guide 6.15.
5.
Effluent Control and Process Monitor Procedures The following effluent control and process monitor procedures were reviewed by the inspector. No significant problems were identified.

High Radiation Area Access Section 6.1.1 of the LSCS SAR aescribes a proposed technical specification concerning a method of access to high radiation areas involving a security conputer system with security bacst key cards and card readers. A part of this section states that the couputer will be progracued to allow entry througn locked high radiation area doors for personnel normally requiring routint access to high radiation areas.
This method t.oulo be useu in lieu of the requirements listed in 10 Chs 20.2UJ(c)(2).

Exit Interview The inspector conducted an exit with Mr. C. Schroeder by phone on November 17, 1976 The following matters were discussed:

The purpose and scope of the inspection, b.
The review of comments made to licensee representative 3 during the inspection concerning LSCS procedures and procedural requirements.
