. SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP) PUBLIC MEETING (AUGUST 27,1997)

Dear Mr. Ray:

This refers to the NRC meeting open to public observation conducted on August 27,1997, at the Southern California Edison site in San Clemente, California. This meeting discussed SALP Report 50-361; 362/97-99 which was issued on July 29,1997. The meeting provided an opportunity for us to communicate our perspectives for each of the SALP functional areas and our insights into the factors which the NRC considered when determining the SALP ratings. Attendees at the meeting are listed in Enclosure 1 to this letter. Enclosure 2 to this letter provides the visual aids used during this meeting.

This letter also acknowledges comments provided by Southern California Edison in response to the SALP report. At the meeting, you provided your perspectives regarding performance, particularly in the Plant Operations functional area. The discussions addressed proposed and actual strategies for improving performance in Plant Operations.

Your perspective regarding performance in the Engineering functional area was provided in a letter from D, Nunn dated August 26,1997. In that letter you presented additional ,

information and requested that the NRC ' reconsider the assessment made by the SALP '

board. We will respond to your request at a later date.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC's Public Document Room.
