Exit Interview The inspection scope and findings were summarized on June 18, 1987, with i those persons indicated in paragraph 1 above. No dissenting comments were received from the licensee.

The licensee did not identify as proprietary any of the material provided to or reviewed by the inspector during this inspection.

Licensee Action on Previous Enforcement Matters (92702) (Closed) Unresolved Item 348, 364/85-32-01: Failure to Include Materials to Assure That Minor Departure from Design Meets Existing Regulatory . Requirements, j This item was originally identified as a violation in NRC Inspection Report Nos. 348,364/85-32, but was reduced to an unresolved item as the i result of a meeting between Alabama Power Company and the NRC on ! December 11, 1985.

The inspector reviewed general Revision 12 of l Administrative Procedure FNP-0-AP-8, Design Modification Control, l Section 14.0 Minor Departure.

This procedure defines Minor Departures,

details the Minor Departure approval process, designates authorizing individuals, and delineates the Plant Operations Review Committee (PORC) ! responsibilities.

Section 24 is essentially a delegation of approval authority by the Plant Manager for design changes of a limited scope. The inspector reviewed the following three Minor Departure packages that had been completed under general Revision 12 of FNP-0-AP-8:

87-1697 - P2500 Power Range Detector. Input 84-698 - Installation of Power Feeds for Outage Power Supply 87-1688 - Temporary Hydrogen Supply to Volume Control Tank The packages were complete, and had been through the appropriate review q cycle.

The post-implementation design review checklist was completed and . was signed by the appropriate Implementing Group Manager.

! < Additionally, the inspector reviewed several Minor Departure packages that were in various. stages of implementation.

There was no evidence of procedural violations noted.
