Enforcement Conference On May 7,1982, an enforcement conference was held at the NRC Region V office, with the above listed attendees. The conference was related to the results of a safety inspection conducted at the Trojan Nuclear Plant of activites authorized by NRC License No. NPF-1, and to information reported to the NRC by PGE pursuant to the requirements of that-license.

This inspection conducted, by the Senior Resident Inspector, covered the period March 16 through April 30, 1982.

The meeting was opened by Mr. Engelken, who discussed the purpose of the conference.

Mr. Malmros discussed the findings of the special inspection conducted March 16 through April 30, 1982. The findings of this inspection were set forth in NRC Inspection Report No. 50-344/82-12.

Mr. Crews discussed the seriousness of the violation, which involved failure to take timely and effective corrective action, and resulted in periods of inoperability of the emergency diesel generators, of which the licensee's staff was not initally aware.

Mr. A. D. Johnson discussed the new NRC enforcement policy, outlining the various enforcement options available to the NRC and the criteria used to establish the severity level of identified violation.

'a-2-Mr. Withers stated that PGE had reviewed the status of all requests for design changes, and had established a new policy requiring engineer-ing approval of Training Information Bulletins. Messrs. Withers and Zimmerman noted that the corrective action system and management attitude had changed significantly since 1977, and stated that a similar problem, if detected in 1982, would be expected to be more properly addressed.

Mr. Engelken concluded the enforcement conference by reemphasizing the importance of timely and effective corrective actions for identified deficiencies.
