Dear Mr. Stoddard:

On June 10, 2021, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Millstone Power Station, Units 2 and 3 and discussed the results of this inspection with Mr. Michael O'Connor, Plant Manager and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an emergency preparedness biennial exercise inspection at Millstone Power Station, Units 2 and 3, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

Starting on March 20, 2020, in response to the National Emergency declared by the President of the United States on the public health risks of the coronavirus (COVID-19), inspectors were directedto begin telework. In addition, regional baseline inspections were evaluated to determine if all or a portion of the objectives and requirements stated in the IPcould be performed remotely. If the inspections could be performed remotely, they were conducted per the applicableIP. In some cases, portions of an IP were completed remotely and onsite. The inspections documented below met the objectives and requirements for completion of the IPand, for this inspection, were completed onsite.

REACTOR SAFETY

71114.01 - Exercise Evaluation

Inspection Review (IP Section 02.01-02.11) (1 Sample)

(1) The inspectors evaluated the biennial emergency plan exercise at Millstone Unit 2. As a result of the 2020 COVID-19 Public Health Emergency, Dominion requested and received an exemption to reschedule their biennial emergency preparedness exercise from 2020 to 2021 (ML20287A273). The exercise scenario simulated fuel damage from a seismic event, a steam generator tube rupture, and a stuck open main steam line safety valve. After the conclusion of the combined onsite and offsite evaluated exercise, Millstone onsite emergency responders continued their participation to respond to a simulated large-scale fire which damaged the spent fuel pool in order to demonstrate the extensive damage mitigation guidelines described in 10 CFR 50.155(b)(2) as required by 10 CFR Part 50, Appendix E.IV.F.2.j on June 8, 2021. Additionally, Dominion completed the ingestion pathway exercise as required by 10 CFR Part 50, Appendix E.IV.F.2.d on June 9, 2021.
