at the conclusion of the inspection on September 27, 1978.
The inspectors summarized the scope and findings of the inspection.

I,on itudinal Restraints on Ventilation S stems On September 19, 1978, licensee management reported that longitudinal seismic restraints were found to be missing from the duct work of three safety-related ventilation systems.
The inspectors were informed upon arrival on site that the restraints were approximately 60$ installed at that time.
The inspectors reviewed the Facility Review Group (FRG)
meeting minutes for September 20, 1978, which contained documentation of the safety evaluation performed to justify continued operation in view of the longitudinal restraints missing.
The evaluation considered system operability, cooling requirements, consequences involved due to inoperability, and preliminary information from the Architect-Engineer (AE-Ebasco).
Inspector observation of restraint installation on September 26 revealed installation to be progressing rapidly, with two of the three effected ventilation system duct restraints completed and the third just starting.
Maintenance personnel questioned appeared knowledgeable of the work involved and effective in the installation procedure.
Subsequent communications with licensee management on September 29, 1978, reported that installation was 91$ completed with a completion date of October 3, 1978, expected.
No noncompliance or deviations were identified.

Safet In'ection Reset 0 eration In accordance with a request from IE Headquarters, (TI2515/14),
the inspectors reviewed the safety injection (SI)
control systems
l RII Rpt. No. 50-335/78-23 I-3 specifically for operation of the SI reset feature.
The design of the SI reset function is such that resetting the SI will not remove the SI actuation signal from safety equipment nor will it realign any equipment control circuits.
As a result, the inspectors found the requirement for further procedures for operator use of the SI reset to be not applicable.
The inspectors had no further questions in this area.

IE Circulars The inspectors reviewed the following three IE circulars to insure licensee review and followup of subject safety concerns:
a.
IE Circular 78-08 - Environmental ualifications of Electrical Com onents Inside Containment The NRC issued IE Circular 78-08 to Florida Power and Light Company (FPL)
on May 31, 1978, concerning the environmental qualifications of electrical equipment.
The circular requested FPL review the subject reference material, compare the specific problems noted to their plant circumstances and take corrective action if appropriate.
The inspector reviewed the evaluation conducted by plant personnel.
It indicated reviews were conducted to determine responses to specific IE Bulletins and that the other aspects of the environmental qualifications program are addressed in the Final Safety Analysis Report (FSAR) Section 3.11. It appeared to the inspector that all of the concerns expressed in the circular were not evaluated in the review.
Licensee representatives stated that the references listed were not available to be reviewed prior to the inspection; therefore, the inspector provided the licensee representative with a
copy of all references except
"NUREG Report 0458."
Subsequent to the inspection, FPL had determined that an additional review will be performed.
FPL has committed to initiating a review of specific concerns that have not been addressed in the FSAR by October 15, 1978, and that a progress report would be available in 45 days.
This item will remain unresolved pending completion of the review and followup by the inspector to determine whether the requirements of IEEE-323-1971 have been met.

IE Circular 78-15 - Anchor Darlin Tiltin Disc Check Valves The licensee utilizes five such valves at the St. Lucie plant, but all are mounted horizontally.
The inspector had no further questions in this area.

Valve Actuators The licensee reported four applications of this valve actuator.
Followup action to preclude clutch wear failure includes proposed operating procedure changes and plastic warning signs to be placed on the effected valves.
The inspector will review completion of this action in subsequent inspections (open item 78-23-02).
No items of noncompliance or deviations were identified.
8.
IE Bulletin 78-10 - Ber en-Patterson Snubber Coil S rin Corrosion The inspectors reviewed licensee documentation and toured the facility to verify the accuracy of information in FPL response L-78-273 dated August 18, 1978.
The inspectors had no further questions in this area.
