Noncom liance The inspector reviewed the licensee's response to a previous item of noncompliance (335/78-12-02)

regarding the staffing of the fire brigade with trained individuals.

The inspector verified during discussions with licensee personnel that appropriate training of the backshift fire brigade personnel had been conducted.

In addition, licensee personnel stated administrative

The inspector had no further questions regarding this item, and this item is considered closed; b.

Unresolved Items The inspector reviewed the licensee's response to a previous unresolved item (335/78-121)

relating to the ability of the emergency procedures to utilize the SBVS monitors to determine release quantity source terms during an emergency.

The inspector discussed with licensee personnel the new procedures and verified corrective action had been taken.

This item is considered closed.

Emer enc Drill Exercise - Au ust

1978-a.

The inspector observed the licensee's annual site emergency drill.

The drill was conducted to allow various state and county agencies to test their response capabilities and to allow the facility to test site evacaution systems and accountability.

The drill consisted of a

simulated loss-of-coolant accident, and included as a surprise, an injured person (simulated broken leg).

b.

The inspector observed that licensee operating personnel were able to notify the state agencies and have state confirmation within eight (8) minutes of the initiation of the simulated event.

The inspector observed accountability checks during the site evacuation by plant personnel including the St.

Lucie

construction workers.

The inspector noted the site was effectively evacuated within 15 minutes.

The inspector observed the first aid team response to the simulated injury and the arrival of the St. Lucie County ambulance rescue squad.

The inspector then followed the ambulance to Lawnwood Memorial Hospital and observed the hospital's response.

d.

The inspector discussed with County and State Officials, noted in paragraph 1, the offsite drill response on September 1, 1978.

The inspector was informed by these officials that the drill was beneficial and was considered successful in demonstrating that effective action could have been taken to protect the health and safety of the publi M

Exit Interview The inspector met with licensee representatives (denoted in
