, a Results: The licensee was found to be in noncompliance with NRCl req'uirements: within the area examined: Access Control; Personnel:. The licensee. failed to adequately contro1 ac'cessJ .a to-a vital area in that they-failed'to establish:conipensatory measures for.a-i ~ , degraded vital area barrier, thus creating a condition /that could-'have/ allowed ' c for unauthorized, undetected access.. , , The. safety. significance of the event was considered to be : minor because. the- . l . reactor was. shutdown'at the time of the event.? ?
