Inspection Summary Inspection on June 23, 1982 (Report No. 50-331/82-09(DEPOS))

Areas Inspected: Special, announced follow-up inspection of the prompt public notification / warning system for the Duane Arnold Energy Center. The inspection involved six inspector-hours onsite by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Licensee Action Previously Identified Items Related to Emergency Prepardness a.

(Closed) (50-331/82-01-01): Monthly tests of-sirens had not been documented by Linn and Benton counties. Also a preventa-tive maintenance program relating to a QA/QC program had not been established by the licensee at the time of the initial testing of the prompt public notification / warning system. The inspector verified through review of documentation at the licensee's corporate office that monthly siren tests conducted by the two counties are being routinely documented and siren defects noted. These tests are conducted on the first Wednesday of each month at 8:55 a.m. and include all 27 sirens installed by the licensee within the 10 mile EPZ.

A private contractor, Whelen Engineering Company, provides quarterly maintenance and operational checks for all sirens.

This includes corrective actions required due to previous defects. A licensee representative stated that this contractor, if notified, can respond to and correct non-alarming sirens well before the next scheduled monthly test.

Presently, lightning arrestors are being installed at each of the 27 siren locations.

This information was obtained by the inspector from a review of current documentation compiled by the Emergency Planning Assistant.

Initial test identified two sirens which could not be rotated, nor could the public address (PA)

system be activated.

Sirens No. 21 and No. 27.

(Closed) (50-331/82-01-03):

Initial test identified two sirens which could not be rotated, however, the PA system could be activated. Siren identified as No's. 16 and 19.

(Closed) (50-331/82-04):

Initial test identified three sirens in which the PA system could not be activated, but two of the sirens could be rotated. The third siren, No. 2, is a fixed siren which does not rotate. The other sirens identified as No's. 12 and 22.

All three of these siren deficiencies listed above were corrected, and the sirens were made fully operational as a result of the March and April 1982, siren tests and repair maintenance. These specific siren repairs were documented by the licensee and reviewed by the inspector, who found them satisfactory.

Other Areas of Interest on Prompt Public Notification System The inspector met with the representatives responsible for emergency preparendess in Linn County and Benton County, Iowa. He explained Region III's concern with testing and maintenance of the siren system after the initial testing prior to February 1, 1982. The inspector determined through mutual discussion with these county officials and the licensee's representative that follow-up on sirens including monthly testing and quarterly maintenance is on schedule (Reference Item 2.a.)

Either Linn or Benton County can activate each others sirens, should one county's encoder become temporarily defective. A mobile radio unit is used by the county to contact the repair contractor. This is more efficient than having the county first contact the licensee's representative.

Exit Interview The inspector met the licensee representatives identified in Section 1 at the conclusion of the inspection. The scope and findings of the inspection were discussed.
