BRUNSWICK STEAM ELECTRIC PLANT - REACTOR AND SENIOR REACTOR OPERATOR RETAKE INITIAL EXAMINATIONS 05000325/2008301 AND 05000324/2008301

Dear Mr. Waldrep:

On April 17, 2008, the Nuclear Regulatory Commission (NRC) administered operating retake examinations to two Senior Reactor Operator (SRO) applicants of your company who had reapplied for licenses to operate the Brunswick Steam Electric Plant, Units 1 & 2. The NRC waived the written examinations since the individuals passed that portion of the test during the initial examination. On April 17, 2008, members of your staff administered an NRC Reactor Operator (RO) written retake examination to three employees of your company who had reapplied for a license to operate the Brunswick Steam Electric Plant, Units 1 & 2. The NRC waived the operating examination since the three individuals passed that portion of the test during the initial examination. At the conclusion of the examination, the examiners discussed the examination questions and preliminary findings with those members of your staff identified in the enclosed report.

The two SRO applicants passed the operating retake test and the three RO applicants passed the written examination. There were no post examination comments.

SUMMARY OF FINDINGS ER 05000325/2008301, ER 05000324/2008301; April 17, 2008; Brunswick Steam Electric Plant, Units 1 & 2; Licensed Operator Examinations.

The Brunswick training staff developed the retake written examination and retake operating test.

This included all outlines, the written examination and job performance measures (JPMs). The NRC examiners conducted operator licensing retake initial examinations in accordance with the guidance of NUREG-1021, Revision 9, Supplement 1, Operator Licensing Examination Standards for Power Reactors. This examination implemented the operator licensing requirements identified in 10 CFR §55.41, §55.43, and §55.45.

The NRC administered the operating test on April 17, 2008. The Brunswick training staff administered the written examination on April 17, 2008. Two Senior Reactor Operator applicants passed the operating retake test and three Reactor Operator applicants passed the written retake examination. Based on successful completion of the retake examinations, all of the applicants were issued operator licenses commensurate with the level of examination administered.

There were no post examination comments.

No findings of significance were identified.

Report Details 4. OTHER ACTIVITIES 4OA5 Operator Licensing Initial Examinations a. Inspection Scope The licensee developed the operating test and written examination. The NRC reviewed the proposed examination to determine whether it was developed in accordance with NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 9, Supplement 1. Examination changes agreed upon between the NRC and the licensee were made according to NUREG-1021 and incorporated into the final version of the examination materials.

The examiner reviewed the licensees examination security measures while preparing and administering the examinations to ensure examination security and integrity complied with 10 CFR 55.49, Integrity of examinations and tests.

The examiner evaluated two Senior Reactor Operator (SRO) upgrade retake applicants who were being assessed under the guidelines specified in NUREG-1021. The examiner administered the operating tests on April 17, 2008. Members of the Brunswick Steam Electric Plant training staff administered the written examination to three Reactor Operator (RO) retake applicants on April 17, 2008. The evaluations of the applicants and review of documentation were performed to determine if the applicants, who applied for licensees to operate the Brunswick Steam Electric Plant, met requirements specified in 10 CFR Part 55.

b. Findings No findings of significance were identified.

Two SRO applicants passed the operating retake test and three RO applicants passed the written retake examination. There were no post examination comments concerning the examination. The written examinations, question references and answers may be accessed in the ADAMS system (ADAMS Accession Number ML081220301.)

Copies of all individual examination reports were sent to the facility Training Manager for evaluation and determination of appropriate remedial training.

4OA6 Meetings Exit Meeting Summary On April 17, 2008, the examiner discussed generic issues with you and members of your staff. The examiners asked the licensee whether any materials examined during the inspection should be considered proprietary. No proprietary information was identified.
