Dear Mr. Waldrep:

During the period of November 3-7, 2008, the Nuclear Regulatory Commission (NRC)

administered operating tests to employees of your company who had applied for licenses to operate the Brunswick Steam Electric Plant. At the conclusion of the tests, the examiners discussed preliminary findings related to the operating test with those members of your staff identified in the enclosed report.

All applicants passed both the operating test and written examination. There were no post-examination comments. A Simulator Fidelity Report is included in this report as Enclosure 2.

The draft written examination submitted by your staff was considered unsatisfactory because it failed to meet the guidelines for quality contained in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 9, Supplement 1, as described in the enclosed report.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRCs document system (ADAMS). SUMMARY OF FINDINGS

ER 05000325/2008302, ER 05000324/2008302; 11/3 -7 and 11/10/2008; Brunswick Steam Electric Plant, Units 1 & 2; Licensed Operator Examinations.

The Brunswick training staff developed the written examination, the operating test outlines and the operating tests. The operating tests included job performance measures (JPMs) and scenarios. The NRC developed the written examination outlines. The NRC examiners conducted operator licensing initial examinations in accordance with the guidance of NUREG-1021, Revision 9, Supplement 1, AOperator Licensing Examination Standards for Power Reactors.@ This examination implemented the operator licensing requirements identified in 10 CFR '55.41, '55.43, and '55.45.

The NRC administered the operating tests during the period of November 3 - 7, 2008. The Brunswick training staff administered the written examination on November 10, 2008. Four RO and five SRO applicants passed both the operating test and written examination. The draft written examination submitted by your staff was considered unsatisfactory because it failed to meet the guidelines for quality contained in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 9, Supplement 1, as described in the enclosed report.

There were no post examination comments.

4OA5 Operator Licensing Initial Examinations

a.

Inspection Scope

The licensee developed the operating tests and written examinations. The NRC examination team reviewed the proposed examination to determine whether it was developed in accordance with NUREG-1021, AOperator Licensing Examination Standards for Power Reactors,@ Revision 9, Supplement 1. Examination changes agreed upon between the NRC and the licensee were made according to NUREG-1021 and incorporated into the final version of the examination materials.

The examiners reviewed the licensee=s examination security measures while preparing and administering the examinations to ensure examination security and integrity complied with 10 CFR 55.49, Integrity of Examinations and Tests.

The examiners evaluated four RO applicants and five SRO applicants who were being assessed under the guidelines specified in NUREG-1021. The examiners administered the operating tests during the period of November 3 - 7, 2008. Members of the Brunswick Steam Electric Plant training staff administered the written examination on November 10, 2008. The evaluations of the applicants and review of documentation were performed to determine if the applicants, who applied for licensees to operate the Brunswick Steam Electric Plant, met requirements specified in 10 CFR Part 55.

Findings

The initial written examination submittal package was received by the staff on September 22, 2008. The written examination submittal was determined to be outside the acceptable quality range as outlined in NUREG-1021, Revision 9, Supplement 1, because 30 of 62 items contained flaws such as SRO test items that could be deduced using RO knowledge or test items that contained non-credible distractors and/or partially correct answers. The staff did not review the remaining 38 items because the initial written exam submittal required extensive question modification to meet NUREG-1021 guidance. Despite the extensive amount of re-work on the written examination, all of the flaws were identified and corrected and the examination was administered on the original planned examination date of November 10, 2008. Future examination submittals should incorporate lessons learned from this effort to ensure that the approved examination schedule is not changed.

Four RO and five SRO applicants passed both the operating tests and written examination and were issued an operating license. The final RO and SRO written examinations with knowledge and abilities (K/A), question references / answers, and examination references may be accessed in the ADAMS system (ADAMS Accession Number ML083380337 and ML083380359).

Copies of all individual examination reports were sent to the Training Manager for evaluation and determination of appropriate remedial training.

Exit Meeting Summary

On November 7, 2008, the Chief Examiner discussed generic applicant performance and examination development issues with members of licensee management. The inspectors asked the licensee whether any materials examined during the inspection should be considered proprietary. No proprietary information was identified.

While conducting the simulator portion of the operating tests, examiners did not observe any simulation fidelity issues.
