Inspection on January 9-12, 1979 (Report No. 50-322/79-01)

Areas Inspected:

Routine, unannounced inspection of Preoperational Test Program -

Review; Preoperational Test Program Implementation; and a plant tour. An onsite NRC Caseload Forecast Panel Meeting was also attended. The inspection involved 41 inspector-hours onsite by two NRC regional based inspectors.

Results:

No items of noncompliance were identified.

NRC Caseload Forecast Panel Meeting The inspectors attended the Caseload Forecast Meeting on January 10, 1979.

Prior to the meeting,on January 9, 1979, a plant tour was conducted (details, paragraph 3). During the meeting details of construction status, progress forecasts, preoperational testing progress and interface, and projected fuel load data were discussed.

The licensee announced that the revised fuel load cate for the Shoreham facility is June 198 ~

Exit Intervient The inspector met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on January 12, 1979. The scope and findings of the inspection were sumarized at that tim '

Plant Tour The inspectors observed work activities in progress, completed work, and plant status in several areas of the plant during a general inspection of the plant.

In addition, the inspectors accompanied NRC licensing staff and scheduling staff during their plant tour on January 9, 1979. The inspectors examined work items for any obvious defects or noncompliance with regulatory requirements or license conditions. Where more detailed inspection of an area was conducted, the inspection scope and findings are described in other paragraphs of this report.

No items of noncompliance were identified during the plant tour inspection.

Preoperational Test Proaram The inspector reviewed and discussed in detail revised schedules for the completion of system construction and system testing and the overall preoperational test program. The following preoperational test procedures were reviewed:

Acceptance Test (AT) 101.001, Auxiliary Boiler and Associated Systems Acceptance Test, completed November 27, 1978. The inspector reviewed this system AT package which is presently under review for acceptance by the plant operating staff.

The performance of the test and the handling of test exceptions was in accordance with the LILC0 Startup Manual. There were no unacceptable conditions identified.

Preoperational Test (PT) 119.001, Reactor Core Isolation

Cooling System, approved November 24, 1978. The inspector selected the above approved PT for review to verify procedure content and testing requirements specified in Chapter 5 section 5.5.6 of the Shoreham FSAR. Procedure format and required approvals were also verified to be in conformance with the LILC0 Startup Manual.

No unacceptable conditions were identified.
